Mr. Parth Khare – Consultant (data science) to the Chief Economic Advisor of India, Ministry of Finance
On 6th March 2017, Meghnad Desai Academy of Economics played host to Mr Parth Khare who is a consultant (data science) to the Chief Economic Advisor of India. Mr Khare apprised the students on Data Mining for Public Policy. He highlighted the efficiency of Big Data, Satellite Imagery and Machine Learning in Policy Making. He also explained the importance of visual tools for communicating policy recommendations to the Indian government.
The lab was divided into two sessions. In the first session, Mr Khare explained the application of data science in recent Economic Survey of India. Using satellite imagery, he showed how property taxes are under collected on the basis of built-up area. For example, Jaipur and Bangalore can collect more than 90% and 80 % of its current property taxes respectively. He also highlighted the need for renewal in census definition of urban area.
By analysing the climatology data from ground stations, he described changes in weather patterns between the last decade and 1950-1980 and its further impact on agriculture. Mr Khare also studied unreserved passenger traffic data from every origin destination pair for the year 2011-2016 to arrive at migration patterns within the nation.
In the second session, he demonstrated the usage of QGIS software which he used in explaining the procedure applied in making of the Economic Survey.
